The Arkansas Delta population is shrinking while its remaining population reconsolidates around several anchor communities. Monticello is one of those anchors experiencing growth but is without comprehensive plans or land ordinances to guide new development. Growth of 30% over the next 10 years is occurring haphazardly, creating inferior and sprawling development already unaffordable to service. Prevailing property rights sentiment in this town of more than 9,000 will not permit land-use zoning. The challenge then is to devise alternative plans and form-based codes for a town without the capacity to progressively shape its growth.
